During the Qin Dynasty, there was a powerful official named Zhao Gao.
He wanted to see who would obey him and who would not.
One day, he brought a deer to the emperor and said:“This is a horse.”
The emperor laughed and said:“This is clearly a deer. Why do you call it a horse?”
Zhao Gao asked all the officials around him.
Some were scared and said it was a horse.
Some told the truth and said it was a deer.
Later, Zhao Gao punished everyone who had said it was a deer.
